When installing elements under concrete floor, will the connections deteriate over time if made under or in the concrete? would it be better to route the elements up the wall and make the crimp connections above the concrete?

Provided the connection sealant tape is properly applied (completely covering the crimp, with all the air squeezed out from the tape) you should be fine.  Anything more is unnecessary.
